Lu Guojian recalled that in recent years, with the rapid development of urban construction in China, new types of building products have been emerging, many public places have adopted a large number of flammable and flammable building products, and the application of electronic and electrical equipment in public places has become increasingly widespread. Fire hazard in public places. Once a fire occurs, it will easily cause the fire to quickly spread and expand, and produce a large amount of toxic smoke, which can easily cause heavy casualties.
It is understood that starting in 2003, the Ministry of Public Security Fire Department began to organize the development of new national standards, and in accordance with the fire safety law and quality law has formulated a management approach, a clear fire retardant products flame retardant identification system. On March 1, 2007, the mandatory national standard "Burning Performance Requirements and Labels for Flame-Retardant Products and Components in Public Places" (GB20286-2006) was formally released. However, many problems still exist in practice. The problem of identification is one of them.
The Fire Department of the Ministry of Public Security has discovered that because flame-retardant products are not identified, users find it difficult to identify them. At present, there are still a large number of non-flame-retardant products that are flammable, flammable, and prone to produce a large amount of toxic fumes in the event of a fire. At the same time, due to the lack of on-site identification of combustion performance, it is difficult for fire surveillance personnel to discover and supervise rectification in a timely manner. Therefore, the implementation of flame-retardant product identification management work is imperative. Gao Wei, director of the Department of Fire Protection Science and Technology of the Ministry of Public Security, said that the use of flame-retardant products to replace traditional flammable and combustible products to improve the ability to prevent and resist fire in public places is an internationally accepted practice. In recent years, the International Organization for Standardization (ISO), the European Organization for Standardization (EN), the United States Underwriters Laboratories (UL) and the American Fire Protection Association (NFPA) have all issued many standards concerning flame-retardant performance testing and evaluation. Flame-retardant plastic can bear heavy duty

On December 7, 2007, the Fire Bureau of the Ministry of Public Security promulgated the “Notice on Further Strengthening the Management of Flame-Retardant Products in Public Places” (public notification [2007] No. 503), requiring relevant units at all levels to strictly implement the mandatory national standards. GB20286-2006, stipulates that from July 1, 2008, all public places that use flame-retardant products that do not meet the requirements of GB 20286-2006, fire protection inspection or pre-opening fire safety inspection shall not be passed.
In other words, starting from July 1 this year, all flame-retardant building products, flame-retardant fabrics, flame-retardant plastics/rubber, flame-retardant foamed plastics, flame-retardant furniture, etc. which cannot meet the flame retardant standards of GB20286-2006 Components, fire-retardant wire and cable products will not be used in public places. There are five categories related to plastics in these six categories.
According to Ou Yuxiang, chairman of the China Flame Retardant Society, flame-retardant plastics are promising in reducing fire hazards. Speaking of the contribution of flame-retardant plastics to reducing the danger of fire, Eu Yu-hsiang believed that the most convincing evidence is the results of the original National Bureau of Standards (NBS, now renamed the National Institute of Technology and Standards, NITS) in 1987. In order to prevent and reduce the occurrence of fire, various countries are promoting the application of flame-retardant plastics. In the decades of the second half of the 20th century, some countries have achieved remarkable results in this regard. Taking the United States as an example, due to the implementation of fire-retardant furniture and other fire prevention measures, the number of fire deaths has dropped significantly. U.S. and British TV manufacturers used flame-retardant plastics to manufacture TV enclosures and certain components in the 1970s and 1980s, respectively, causing TV fires to decline year after year.
In the opposite case, the number of television fires in some countries in Europe has more than doubled between 1990 and 1995 due to the reduction in the fire-retardant rating of the TV housing and some TV component plastics.

Liao also mentioned that the concept of flame retardancy in the new national standard GB20286-2006 is very different from the traditional concept and is a new concept with richer content.
