US preliminary ruling imposed countervailing duty on some drill pipes

The Commerce Department announced on the 8th a preliminary ruling that it plans to levy a countervailing duty on certain drill pipe products imported from China because it has determined that the Chinese government has provided subsidies for the production of such products.
The U.S. Department of Commerce plans to impose a 15.72% countervailing duty on some drill pipe products imported from China. In 2009, the total amount of Chinese drill pipe imports from the United States was 119 million U.S. dollars, which was lower than the 194 million U.S. dollars in 2008.
The Ministry of Commerce plans to make a final decision on this tax collection in August. If the U.S. International Trade Commission determines that imported products pose a substantial threat to U.S. domestic drill pipe producers, the above tariffs will be implemented.
