On November 25th, the newly added phosphate rock resources in the Kaiyang area of ​​Guizhou Province were nearly 550 million tons, of which 350 million tons were rich in phosphorite with a grade above 30%. Since the implementation of the ore-breaking breakthrough strategy in China, the newly discovered phosphate rock resources in Guizhou Province have exceeded 7 billion tons, and the actual amount of phosphate rock resources is expected to exceed Hubei, becoming the country's largest phosphorous resources province.

Third, phosphate fertilizer production dropped sharply
According to the monitoring data of the business community, phosphate fertilizer is a product of a significant decline in the output of bulk products in 2014. From January to October 2014, the national total output of phosphate fertilizer was approximately 13.59 million tons P2O5, and the cumulative output of phosphate fertilizer from January to October 2013 was approximately 17.19 million tons P2O5, a significant decrease of 20.93% year-on-year.

IV. Significant increases in exports of phosphate fertilizers
After the adjustment of export tariffs on phosphate fertilizers in 2014, China’s export of phosphate fertilizers increased significantly compared to the previous year. From January to September 2014, China exported 1.499 million tons of monoammonium phosphate (amount in kind), an increase of 184% compared with 500,000 tons in the same period of 2013; exports of diammonium phosphate (in kind) amounted to 2,938,800 tons, in 2013 Compared with 2.295 million tons in the same period, an increase of 28%; exports of heavy calcium (physical quantity) 680,900 tons, compared with 411,900 tons in the same period in 2013, an increase of 64%. From May 20, 2012, the rate of fertilizer fertility was adjusted from 0.0726 yuan to 0.0826 yuan per ton-km, with an increase rate of 13.77%.

On April 1, 2011, the fertilizer tariff rate was adjusted from 0.0706 yuan to 0.0726 yuan per ton-km, with an increase rate of 2.83%.

From December 13, 2009, the fertilizer tariff rate was adjusted from 0.0548 yuan to 0.0706 yuan per ton-km, with an increase rate of 28.83%.

From November 5, 2007, the fertilizer tariff rate was adjusted to 0.0518 yuan per ton-km from 0.0498 yuan, and the rate of increase was 4.02%.

6. The export tariffs on phosphate fertilizers have been lowered for three consecutive years
In 2013, the export tariff policy for fertilizers was introduced, the tax rate was reduced, and the tariff period for phosphate fertilizers was extended in the off-season.

In 2013, the base tax rate for export of phosphate fertilizer is 5% in the off-season, the off-season tariff period is from May 16 to October 15, and the tariff for the peak season is 75%. The customs season for the peak season is January 15 to October 15, October to December, MAP. The benchmark price is 3,200 yuan/ton, and the DPA benchmark price is 3,500 yuan/ton. For the phosphate fertilizer, the main change is the off-season export benchmark tax rate from 7% to 5%, and the peak season export tariff from 110% to 75%, MAP The benchmark price was raised by 300 yuan/ton, and the DAP benchmark price was raised by 100 yuan/ton.

In 2014, the export tariffs for phosphate fertilizers continued to decrease: the export season of phosphate fertilizers remained unchanged during the peak season, and the off-season was still in the period from May 16 to October 15, with the rest of the season being peak season. Among them, monoammonium phosphate, diammonium dilute, and tariff rates for large seasons have been significantly reduced. In 2013, the export tariff in the off-season was 5%, which is currently calculated as China’s 64% diammonium FOB price of 2450. In 2013, the off-season tariff was 122.5 yuan/ton, and in 2014, In the off-season, the tariff adjustment was fixed at 50 yuan/ton, down 40.8%; in 2013, the tariff was 80% in the peak season, and 64% of diammonium FOB was calculated as 2450. The Ministry of Finance officially released the 2015 Tariff Implementation Plan, according to which the export tariffs for phosphate fertilizers have been eliminated from the peak season. Specifically, in 2015, ammonium phosphate (monoammonium and diammonium) exports were collected from the volume for a full year, with a taxation of RMB 100/tonne; and nitrogen and phosphorus fertilizers are subject to 5% of export duties throughout the year.
