China National Chemical Mining Association recently completed the preparation of the "Eleventh Five-Year Plan" for chemical geological mining

The China Chemical Mining Association, entrusted by the Ministry of Land and Resources, has completed the preparation of the "11th Five-Year Plan" for chemical geological mines. This comprehensive plan outlines the current status of exploration and development of key chemical mineral resources, supply and demand dynamics, planning goals, the overall layout for resource exploration and development, environmental protection measures, an "outward-oriented" development strategy, major project construction, and implementation mechanisms. During the 11th Five-Year Plan period, the focus will be on conducting in-depth investigations and evaluations of important chemical minerals. Priority will be given to strengthening geological surveys and exploration for phosphorus, sulfur, potassium, boron, barite, and fluorite to increase the availability of these essential resources. The goal is to enhance the supply capacity of chemical mineral resources, supporting the construction of a moderately prosperous society. Based on the development of the fertilizer industry and agriculture, the plan estimates an investment of 4.5 billion yuan. This includes the establishment of new phosphate rock capacity of 13 to 14 million tons, 1 million tons of pyrite, and 1.2 million tons of potash fertilizer. In addition, technological innovation in the exploitation and utilization of chemical mineral resources will be accelerated. Efforts will be made to fully utilize low-grade phosphorus and sulfur ores, increasing the use of low-grade phosphate rock to ensure a steady supply of raw materials for the sustainable development of the phosphate fertilizer industry. The plan also emphasizes the "going out" strategy, aiming to speed up overseas exploration and development of potassium resources to establish a stable and reliable supply base. Furthermore, it promotes the development of a circular economy within the chemical industry, focusing on the recovery of iron from pyrite slag and the utilization of waste heat from sulfuric acid production. It also highlights the efficient use of low-grade phosphorus resources and the recovery of associated phosphorus. To support these efforts, increased investment in geological surveys and exploration of chemical mineral resources will be encouraged. The strategic reserve and development projects for chemical mineral resources will be implemented as soon as possible. The association will strengthen support for chemical mining enterprises, promote high-tech applications, improve the recovery and utilization of mineral resources, and establish foreign risk exploration funds for critical mineral shortages. These measures aim to optimize the allocation and long-term sustainability of chemical mineral resources.
