Pesticide industry pollution prevention technology policy will be promulgated

From the 15th to 16th July, the second national pesticide industry environmental protection technology exchange conference held in Jinan, Shandong Province was informed that the “Pesticide Industry Pollution Prevention Technology Policy (Draft for Soliciting Opinions)” (hereinafter referred to as the “Technical Policy”) has entered the consultation Stage, promulgated soon. The "Technical Policy" clarifies the direction of pollution prevention and control in the pesticide industry and will be used to guide the formulation of pollution prevention standards and technical specifications. The specific goal is that the entire industry will basically adopt the developed clean production technology and technology before 2015, and the characteristic pollutant treatment rate by 2015 will be greater than 70%.

According to Li Zhengxian, deputy director of the China Pesticide Industry Association, China's pesticide industry currently has the world's largest production capacity, output, and export volume. The annual discharge of wastewater from the pesticide industry accounts for about 2% to 3% of the country's total industrial wastewater discharge. . Although the amount of water is relatively small, the concentration is high and the toxicity is large. Many of the wastewater are non-biodegradable or biological inhibitors and it is difficult to control. It is imminent to improve the technical level of pollution prevention in the industry.

It is understood that the "Technical Policy" will, in accordance with the principles of strict environmental access and technical and economic feasibility, encourage pesticide production enterprises to adopt clean production technologies with high overall utilization of resources and low generation of pollutants to eliminate backward production technologies and processes. The equipment will guide the technical progress of the pesticide industry, achieve stable discharge of pollutants, and meet the control requirements for the total discharge of pollutants.

The specific goal is to encourage the development of cleaner production technology research. By 2015, the entire industry will basically adopt the clean production processes and technologies that have been developed; promote mature recycling resources and comprehensive utilization technologies in the industry; actively research and develop and promote characteristic pollutant treatment technologies. The treatment rate of characteristic pollutants before 2015 is more than 70%; Actively research wastewater treatment technologies for large-tonnage hot spot pesticide products; Encourage new (reform, expansion) construction of pesticide companies to build in industrial parks. The scope of implementation is set for the discharge, treatment, environmental supervision and management of pollutants generated during the production processes of chemical synthetic pesticides, biological pesticides, plant extractive pesticides, pesticide formulation processing, and pesticide intermediates in China's pesticide production enterprises.

Professor Cheng Di, the chief drafter of the "Technical Policy" and professor of the Shenyang Institute of Chemical Industry, stated that the formulation and implementation of the "Technical Policy" is conducive to regulating the environmental management of the pesticide industry and will limit the elimination of high pollution and backward production processes and promote the application of low Pollution and advanced production techniques, promotion of enterprises to adopt advanced pollution prevention and control measures, and promotion of pollution prevention and control technology in the pesticide industry play an important role, so that China's pesticide industry has embarked on the development track of high efficiency, low toxicity, and low pollution.
