Reflections on the accelerated development of solar photovoltaic industry (4)

IV Sichuan has the Advantages of Developing Solar Photovoltaic Industry The solar photovoltaic industry is currently one of the fastest growing energy industries in the world. In recent years, the compound annual growth rate of 45% has accelerated. Sichuan, as the birthplace of national polysilicon industrialization production, has a number of well-known polysilicon and solar cell module manufacturers, and sunshine conditions in many places in the province are very suitable for the construction of solar power plants. There are both upper, middle and lower reaches of the entire photovoltaic industry chain. A lot of room for development. At present, our province should make full use of the opportunities for the rapid development of international and domestic markets and accelerate the development of the photovoltaic industry in our province.

(I) Strong industrial base. Sichuan is the "original ancestor" of domestic polysilicon technology. The country's first 100-kilometre, 100-ton, and 10,000-ton polysilicon production lines were successfully developed and put into operation by Silicon Materials Materials Factory (739). At present, most of the domestic polysilicon production companies adopt the modified Siemens method, and the technology and talents are derived from half-plants. Xinguang Silicon adopts the “innovative Siemens method” of independent innovation to produce polysilicon purity of 11-9, ie, electronic grade polysilicon, and is at the leading level in China; Yongxiang Silicon Industry’s 3,000-ton polysilicon project adopts the integration of hydrogenation and reduction to effectively control production costs. All recycling and recycling of silicon tetrachloride can be achieved, reaching the domestic advanced level; Tetronic Tianwei stepped up technological innovation and made new breakthroughs in energy conservation and consumption reduction; Fuhua and Ji Bixuan adopted the combustion method to prepare fumed silica, Ke Li Xin uses alcoholysis to prepare high-purity alkoxysilanes, which fills the gap in the use of polysilicon byproducts in China. In 2007, the provincial government listed Leshan Silicon Material Industrialization Base as one of the eight high-tech bases (parks) in the province; in 2008, the provincial Party committee and provincial government listed silicon materials industry as “7+3” key advantageous industries in Sichuan Province. Development Plan effectively boosted the development of the solar photovoltaic industry. In 2009, the province's polysilicon production capacity reached 14,060 tons, and the output was 3,027 tons, which accounted for 30% and 20% of the country's total respectively.

(B) The industrial chain supporting ability. The solar photovoltaic industry chain is longer, including from silicon mining, industrial silicon smelting, polysilicon production and slicing to solar cells, battery components, and also involves the development and utilization of chlor-alkali chemicals and by-products. Sichuan is rich in high-oxidation quartz and silica resources, with large reserves in Leshan and Guangyuan. There are more industrial silicon producers in the two places and can meet the demand for polysilicon production. A complete silicon material production chain has been formed in Leshan: production of industrial silicon in Qibian and Jinkouhe, production of polysilicon in Emei, Wutong, and Shizhong, production of solar cell modules in Hi-tech Zone and Emei, and development and utilization of chlor-alkali chemicals in Wutong. by-product. Chengdu Shuangliu County has introduced many powerful photovoltaic companies such as Tianwei New Energy, Apollo Solar Technology, and Chaolei Industrial in recent years, which has initially formed a trend of industrial agglomeration. According to the Sichuan PV Industry Development and Construction Plan, the province will form the largest silicon material production base in Leshan, Meishan, Chengdu and Ya'an, and the polysilicon solar cell module production bases in Chengdu and Leshan, in Chengdu, Panzhihua, Liangshan, Ganzi and Aba-based solar building integration and photovoltaic product demonstration area.

(c) Low-carbon path from "green" to "green". Sichuan's hydro energy resources account for a quarter of the country's total. In 2009, Sichuan Electric Power exported 8 billion kWh. It is estimated that by the end of this year, the province's hydropower capacity will reach 31 million kilowatts; by 2015, hydropower capacity will be about 58 million kilowatts, accounting for 72.5% of the province's power generation capacity. This is Sichuan's biggest advantage in the development of the solar photovoltaic industry. It is taking a low-carbon path from “green” to “green”. When producing polysilicon, it uses clean energy—hydropower, and then uses polysilicon to produce solar cells to generate electricity. Does not produce any pollution, fully in line with sustainable development requirements. Compared to Inner Mongolia, Qinghai, and other regions, thermal power generation is used to produce polysilicon, and the development of solar photovoltaic industry in Sichuan is even lower-carbon and environmentally friendly. It should also be encouraged and supported.
