China has accepted 10 industrial inspections this year

According to the China Association of Monitoring and Control Chemicals, Guangdong Maoming Shihua Dongcheng Chemical Co., Ltd. is in full swing preparing to accept on-site inspections by the International Organization of the Armed Police (OPCW) inspection team, which will be the 10th industrial inspection accepted by China this year.

According to Wu Jinrong, director of the China Association of Controlled Chemicals, 10 of these inspections were conducted in Shandong Province, Jiangsu Province, and Zhejiang, Liaoning, Gansu and Guangdong. Of these, 5 were for the “Convention” Schedule 3 chemicals, which accounted for half; 4 were for DOC (Specific Organic Chemicals), as evidenced by the increase in the number of DOC inspections.

"In recent years, with the increase in the number of verifications that China has accepted, various provinces, cities, and enterprises have accumulated certain experience and respond to verification more and more calmly," said Wu Jinrong.

Take Shandong Victory Co., Ltd., which has just been verified, as an example. The diethylaminoethane-2-thiol consumed by the company in the production of tamamrin is a Schedule 2 chemical to the Convention. In November 2007, the company had received initial inspections. At that time, the inspectors discussed whether the excess of diethylaminoethane-2-thiol existed in the original form or had already been transformed into other substances. It was hoped that the company could produce evidence, but at the time the company did not have any Change to do follow-up tests. After that, the company sampled the reaction mother liquor and the test results showed that the excess material had been decomposed into other substances in the reaction. The same problem was encountered in this year's verification. This time, the company produced conclusive evidence.

“But the requirements of the inspectors are getting higher and higher, and verification will continue to present new challenges.” Wu Jinrong said, for example, in February this year, Tai’an Yili Industry and Trade Co., Ltd. received Schedule 3 chemicals, phosphorus trichloride and phosphorus oxychloride. When the on-site inspection of the production facility was completed, new problems were encountered. In previous data verification, purchase records and invoices for raw materials for Schedule 3 chemicals were less involved, but this time the inspectors requested the purchase invoices corresponding to each purchase order for purchased phosphorus trichloride.

The on-site verification of DOC production facilities accepted by PetroChina Liaoyang Petrochemical Branch Company is also typical. Liaoyang Petrochemical has 67 sets of large-scale refinery units. It is the first time that such a large-scale enterprise has received international verification. According to the relevant person in charge of the Liaoning Province Prohibition Chemical Affairs Office, although the basic management of Liaoyang Petrochemical is relatively solid, almost all of the company’s production processes, production equipment, product raw materials, and material balance relations are expressed in the limited time for verification. Clearly, much preparation still needs to be done. Finally, Liaoyang Petrochemical successfully passed the verification under the technical support of relevant experts.

“In the future, the number of verifications that China will undergo will increase. These new issues and experiences require close exchanges between provinces and cities. To ease the pressure on companies to accept verification and perform better, they need to do a good job in peacetime.” said Wu Jinrong.
