According to Li Jun, in recent years, the chlor-alkali industry has made useful explorations and attempts in structural adjustment, transformation and upgrading, including eliminating obsolete production capacity, enhancing development space, realizing the development of the park, enhancing industrial competitiveness, carrying out mergers and reorganizations, and upgrading the industry. Concentration and so on.

The rate of withdrawal of backward production capacity began to accelerate. It is understood that the chlor-alkali industry has withdrawn some of its production capacity each year in recent years. In the first three quarters of 2012, there were 390,000 tons/year of caustic soda production capacity and 580,000 tons/year of PVC production capacity. In addition, there are a total of 1.632 million tons/year of production capacity involving 18 PVC enterprises that are idle and not driving.

Park development has improved industrial competitiveness. At present, the development model of chemical parks characterized by the centralized layout of enterprises or projects, the development of industrial clusters, and the use of resources in an intensive way enables the optimal allocation of resources, land, environment, technology, and labor. A batch of chlor-alkali enterprises formed a unique circular economy industrial chain. By building a green integrated industrial park, clean production and integrated development were realized, which not only significantly increased the efficiency of resource conversion, but also minimized the “three wastes” emissions. , Reduced cost consumption.

The cross-regional, cross-industry, and cross-ownership mergers and acquisitions between chlor-alkali enterprises, between upstream companies and chlor-alkali enterprises, between central and private enterprises, and between coal and electricity groups have resulted in the integration of assets and resources, and equity holdings. Asset acquisition, joint development and strategic cooperation have increased the concentration and comprehensive competitiveness of the chlor-alkali industry.

Participants believe that under the guidance of a series of industrial policies of the country and driven by increasingly fierce market competition, China's chlor-alkali industry will speed up the elimination of backward production capacity, innovation and development, and mergers and reorganizations, which will free up space for transformation and upgrading. High value-added products extend the industrial chain, enhance the capacity for sustainable development, and promote China's advancement from a chlor-alkali power to a powerful country.
