On November 29, representatives from the National People's Congress visited the Jiangji Huai Auto Parts Industrial Park in Changji County, Hefei City. As they toured the park, they were impressed by its scale and development. The industrial park spans 10 square kilometers and has attracted over 50 enterprises from seven provinces, including Zhejiang, forming one of the largest component clusters in central China. The delegates expressed great surprise at how such a previously unknown town had transformed into a major hub for automotive parts in just a few years.
The park now hosts companies like Jiangjiang Ten Thousand Casting Center, Hefei Wanxiang Qianchao, Zhejiang Wanan Group, Wansli Group, Xingtong Rubber, Plastics, and Handan Machinery. These firms have established a comprehensive industrial chain covering casting, stamping, machining, engine blocks, cylinder rings, transmission shafts, brakes, air conditioning, rubber and plastic interiors, and instrument manufacturing. Experts have dubbed this model the "Chinese-style public wolf," highlighting its role as a key production base for auto and construction machinery parts in Anhui.
He Shenggang, director of the Jianghuai Auto Parts Industrial Park Management Committee, noted that the park is not only a supplier hub for JAC but also supports other major automakers such as Chery, Changhe, Changan, GAC, Jinlong, and Yutong. This has significantly boosted the local automotive industry and created a strong regional economic impact.
Hefei Changfeng County was once a poor county, with Gangji Township being one of its poorest towns. Before the transformation, per capita annual income was just 400 yuan. However, under the leadership of Zuo Yan’an, chairman of Jiangqi Group, the area underwent a dramatic change. In 2002, Zuo was drawn to Gangji’s strategic location—situated on the Hehuai Road and near several expressways, just 15 km from Jiangze, making it highly accessible.
Before 2002, Jiangqi already had two supporting companies in the area, and Zuo was impressed by the efficient logistics. Leveraging the region’s advantages, he envisioned a half-hour supply chain for spare parts, which led to the idea of establishing the JAC Auto Parts Industrial Park. Jiangqi not only developed it as its own project but also actively supported the park’s growth, offering exhibition space and resources to help it thrive.
This strategic move brought significant economic benefits. From 2004, when JAC and Changfeng County signed a cooperation agreement, the park grew rapidly. Within just 400 days, it attracted over 6 billion yuan in investment, with more than 7 billion directed to seven companies. The park achieved an industrial output value of over one billion yuan, generated more than 200 million in profits, and contributed over 300 million in taxes. It also created over 8,000 jobs, raising per capita income from 400 to over 1,000 yuan. Gangji transformed from a small town into a modern industrial center, and the park is expected to generate sales revenue of 550 million yuan this year.
