On November 29, representatives from the National People's Congress visited the Jiangji Huai Auto Parts Industrial Park in Changji County, Hefei City. As they toured the park, they were amazed by its rapid development. The industrial area spans 10 square kilometers and has attracted over 50 companies from seven provinces and cities, including Zhejiang. This cluster has become the largest component manufacturing hub in Central China, drawing great attention from the delegates.
In just two years, what was once an unknown town has transformed into a thriving center for auto parts and components. The park now hosts well-known companies such as Jiangjiang Ten Thousand Casting Center, Hefei Wanxiang Qianchao, Zhejiang Wanan Group, Wansli Group, Xingtong Rubber, Plastics, and Handan Machinery. These firms have established clusters covering casting, stamping, machining, engine blocks, cylinder rings, transmission shafts, brakes, air conditioning, rubber and plastic interiors, and instrumentation. Experts refer to this model as the "Chinese public wolf," highlighting its role as a key production base for auto and construction machinery parts in Anhui.
He Shenggang, director of the Jianghuai Auto Parts Industrial Park Management Committee, explained that the park is not only a supply hub for JAC but also supports major automakers like Chery, Changhe, Chang’an, GAC, Jinlong, and Yutong. It plays a vital role in boosting the automotive industry in surrounding areas of Anhui.
Hefei Changfeng County, once a poor county, and Gangji Township, a remote town within it, had a per capita annual income of just 400 RMB. However, Zuo Yan’an’s visionary leadership brought significant changes. In 2002, Zuo Yan’an, chairman of Jiangqi Group, was drawn to Gangji’s strategic location. Situated north of Hefei, the town is connected by Hehuai Road and linked to several expressways. Just 15 km from Jiangze, it offers excellent transportation access.
Before 2002, Jiangqi Group already had two supporting companies in the area, and Zuo was impressed by the logistics efficiency. Leveraging Gangji’s regional advantages, he developed a half-hour spare parts supply chain, which boosted profitability. This idea led to the creation of the JAC Auto Parts Industrial Park, which Jiangqi Group sees not just as its own project, but as a broader initiative to support local development. The group actively contributes by providing exhibition space and resources.
This strategic move has transformed the region. From 2004, when Jianghuai Automobile and Changfeng County signed a cooperation agreement, to today, the park has attracted over 6 billion yuan in investment. Seven companies have secured more than 7 billion yuan in funding, achieving an output value of over 1 billion yuan, with profits exceeding 200 million and taxes surpassing 300 million. The park has created over 8,000 jobs, lifting per capita income from 400 to over 1,000 RMB. Gangji has grown from a small town into a comprehensive auto parts hub. This year, the park is expected to generate sales revenue of 550 million yuan.
